MINUTES OF
CITY COMMISSION MEETING
MONDAY, OCTOBER 23, 2006, 5:30 P.M.
CITY HALL, PIGEON FORGE, TENNESSEE
Mayor Chance called the meeting to order with the following in attendance: Commissioner Reagan, Commissioner Brackins, Commissioner McClure, City Manager Teaster, City Recorder Clabo, City Attorney Gass, Public Works Director Miller, Community Development Director Jagger, members of the press and interested citizens. Vice Mayor Sexton was absent.
Mayor Chance opened the meeting and Commissioner McClure led in the pledge of allegiance.
Mayor Chance opened the regular meeting and presented the minutes of previous meeting for approval.
The minutes were unanimously approved following motion by Commissioner McClure and second to motion by Commissioner Reagan.
The authorization for the payment of bills was unanimously approved following motion by Commissioner Brackins and second to motion by Commissioner Reagan.
Approval of bid to print Wilderness Wildlife Week and Quiltfest booklets per current budget was presented for approval. Executive Director of Tourism Downey presented bid and stated that one bid had been received from The Fusion Group to do 6,000 Wilderness Wildlife Week Booklets at a cost of $5,950 and 7,000 Quiltfest Booklets at a cost of $4,880. On a motion by Commissioner McClure, second by Commissioner Brackins, it was unanimously approved to accept the bid as requested.
Consideration of request of Jeff Harris to connect On Higher Ground Subdivision to waterline located in Little Cove area was presented for approval. Public Works Director Miller discussed and stated that it would be for 13 lots and that the county owned the line but the city would maintain. On a motion by Commissioner McClure, second by Commissioner Reagan, it was unanimously approved to accept the request as presented.
Approval of bid on purchase of tandem truck for the utility department was presented for approval. Public Works Director Miller presented and stated that two bids were received and that the low bid was from MHC - Kenworth at a cost of $71,054.53. On a motion by Commissioner Brackins, second by Commissioner Reagan, it was unanimously approved to accept the bid as presented.
Approval of uniform bid for police department per current budget was presented for approval. City Manager Teaster stated that the police department was recommending the bid from Whole Armor Uniforms. On a motion by Commissioner McClure, second by Commissioner Reagan, it was unanimously approved to accept the request as presented.
Consideration and approval of trolley purchase from National Bus Sales using purchase option from Johnson City was presented for approval. City Manager Teaster presented and explained that the City of Pigeon Forge was given an option to purchase a trolley from another city and that the Tennessee Department of Transportation was alright with the purchase under one of the City’s trolley grants. The total cost of the trolley is $114,598. On a motion by Commissioner Brackins, second by Commissioner McClure, it was unanimously approved to accept the request as presented.
Consideration of low bid for construction of Pigeon Falls Lane was presented for approval. Norm Johnson from Gresham Smith presented and stated that two bids had been submitted and that the bid from Blalocks in the amount of $3,129,873.18 was being recommended. On a motion by Commissioner McClure, second by Commissioner Brackins, it was unanimously approved to accept the bid as presented.
Manager’s report included the following:
1. A planning commission meeting will be held on October 24, 2006 at 5:30 p.m. in the council room.
2. Winterfest kickoff is scheduled for Thursday November 9, 2006.
3. The next city council meeting will be held on Monday November 13, 2006.
4. City Hall will be closed Friday November 10, 2006 to observe Veterans Day.
Mayor Chance asked for comments from the floor or Board.
Executive Director of Tourism Downey showed council the new brochure for Winterfest and also stated that a silver pinnacle award had been won in Special Events.
Mayor Chance discussed the United Way and success of the picnic which raised over $14,000 and thanked all employees and those who attended for a great event.
Mayor Chance also commended Executive Director of Tourism Downey and special events staff for good job.
Commissioner Brackins stated Lila shows that she cares a lot about Pigeon Forge.
There being no further comments, and Executive Director of Tourism Downey offering a closing prayer, the meeting was duly adjourned at 5:50 p.m.
